RESOLUTION NO. 26‘C A RESOLUTION of the City of Everett adopting the Recovery Action Program of the Department of Parks and Recreation and declaring it to fulfill the requirements of the Urban Park and Recreation Act of 1978. WHEREAS, the Urban Park and Recreation Recovery Act of 1978 was passed by the 95th Congress as Title X of the National Parks and Recreation Act of 1978 (Public Law 95-625); and WHEREAS, the Act requires that local governments applying for assistance shall submit evidence of their commitments to ongoing planning, rehabilitation, service, operation and maintenance programs for their recreation systems in the form of a Park and Recreation Recovery Action Program; and WHEREAS, the City of Everett submitted a Preliminary Action Program to the Heritage, Conservation and Recreation Service, now a part of the National Park Service, in compliance with the interim rules for the Act and applied for assistance under the Act; and WHEREAS, by such submittal and adoption of Resolution No. 1693, the City was required under the same interim rules to complete and adopt a full Recovery Action Program; and WHEREAS, the Department of Parks and Recreation has completed the Recovery Action Program in accordance with the guidelines published in Federal Register, Vol. 45, No. 48; and WHEREAS, the adoption of the Recovery Action Program by the City Council of Everett is the final requirement before submission of the Recovery Action Program to the National Parks Service; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Everett that the Recovery Action Program is hereby adopted to serve as supplemental guidance to the City of Everett's Open Space, Parks and Leisure Services Comprehensive Plan, which was adopted on July 19, 1978. ,rd' ., "sun ilman Introdu.,g Resolution PASSED AND APPROVED this /7't' day of /h, a,y , 1982. r Council President
