l <br /> RESOLUTION NO. 4 <br /> A RESOLUTION accepting the Port Gardner <br /> neighborhood's recommendations for expenditure <br /> of approximately $100,000 of Community Development Block <br /> Grant funds; specifying the improvements to be <br /> made; and authorizing the preparation of a Plans <br /> and Systems Ordinance for construction and project <br /> implementation in the Spring and Summer of 1982. <br /> WHEREAS, the City Council has recognized the need to improve public facilities <br /> and the livability of the Port Gardner area; and <br /> WHEREAS, on January 20, 1982, the City Council authorized approximately <br /> $66,000.00 of Community Development Block Grant funds for improvements in the Port <br /> Gardner area as part of the City of Everett's 1982 Community Development Block Grant <br /> application; and <br /> WHEREAS, there is approximately $34,000.00 in Port Gardner Block Grant funds <br /> remaining from the 1980 and 1981 Block Grant cycles; and <br /> WHEREAS, on March 8, 1982, residents of the Port Gardner neighborhood held a <br /> neighborhood-wide meeting at which residents voted on proposed projects; <br /> NOW, THEREFORE, be it resolved by the City Council of the City of Everett that: <br /> The following projects as recommended by Port Gardner residents, be implemented <br /> or constructed with the approximately $100,000.00 available through the <br /> Community Development Block Grant Program. (The project which received the <br /> greatest number of votes is listed as "1", the project which received the next <br /> greatest number of votes is listed as "2", etc.). <br /> 1. Install eight wheelchair ramps at Pacific and Norton Avenue intersection. <br /> Estimated cost: $1,600.00 <br /> 2. Install eight wheelchair ramps at Wetmore and 32nd Street intersection. <br /> Estimated cost: $1,600.00 <br /> 3. Allocate $3,000.00 to Council for a Greater Everett for community <br /> organizing and work on neighborhood issues. <br /> 4. Allocate $5,000.00 for attic insulation and weatherstripping in low income <br /> homeowners' residences. <br /> 5. Complete inventory of historic properties in Port Gardner. <br /> Estimated cost: $5,000.00 <br /> 6. Plant trees in publicly-owned areas throughout the neighborhood. <br /> Estimated cost: $2,500.00 <br /> 7. Construct new curb, gutter, and sidewalk on both sides of 4000 block of <br /> Friday, widen roadway to 28 feet to allow parking on one side of block. <br /> Estimated cost: $54,000.00 <br /> 8. Construct health path, possibly from Doyles Park to Jackson Playfield. <br /> Estimated cost: $12,000.00 <br /> 9. Neighborhood traffic study. <br /> Estimated cost: $5,000.00 <br /> II. The Mayor be instructed to have a Plans and Systems Ordinance prepared and <br /> presented to the City Council which will officially authorize and fund the <br /> development of contract plans, specifications, and detailed cost estimates for the <br /> improvements listed above. <br />
