J <br /> ORDINANCE NO. -17 <br /> An Ordinance Amending the Text of the Comprehensive Plan to Update the Housing <br /> Element,Transportation Element, Capital Facilities and Utilities Element, and Parks and <br /> Recreation Element,Amending Ordinance No 2021-94,As Amended as Part of the Annual <br /> Docket for 2016-17 <br /> • <br /> WHEREAS,the City of Everett adopted its first Comprehensive Plan(Plan) under the <br /> Washington State Growth Management Act(GMA)in 1994 and conducted a comprehensive <br /> review and update of the Plan in 2015; and <br /> WHEREAS,the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS,the City of Everett initiated its 2016-2017 annual comprehensive plan amendment <br /> process in July of 2016,which included consideration of Land Use Map amendments,rezone <br /> applications, and text amendments for several elements of the comprehensive plan; and <br /> WHEREAS,the Growth Management Act(WAC 365-195-315)requires that the six-year <br /> Capital Facilities Plan be updated biennially to ensure financial planning and evaluate <br /> concurrency with development; and <br /> WHEREAS,the Everett Parks Department filed a docket request with the City to amend the text <br /> of the Everett Comprehensive Plan by replacing the existing Parks and Recreation Element with <br /> a revised version put forth by the Parks Commission that is consistent with the Parks,Recreation <br /> and Open Space Plan approved in 2016; and <br /> WHEREAS,the City regularly updates the various chapters of the Comprehensive Plan in order <br /> to keep the document timely and of value to the public and City decision makers; and <br /> WHEREAS,the Planning Commission held a public hearing on the matter on February 21,2017 <br /> at which time the Commission heard a staff presentation,held a public hearing with no public <br /> comments given, and considered various aspects of the proposed amendments; and <br /> 104 - 1 - <br />
