J ORDINANCE NO. -17 An Ordinance Amending the Text of the Comprehensive Plan to Update the Housing Element,Transportation Element, Capital Facilities and Utilities Element, and Parks and Recreation Element,Amending Ordinance No 2021-94,As Amended as Part of the Annual Docket for 2016-17 • WHEREAS,the City of Everett adopted its first Comprehensive Plan(Plan) under the Washington State Growth Management Act(GMA)in 1994 and conducted a comprehensive review and update of the Plan in 2015; and WHEREAS,the Growth Management Act, codified as Chapter 36.70A, allows for comprehensive plans to be amended on an annual basis; and WHEREAS,the City of Everett initiated its 2016-2017 annual comprehensive plan amendment process in July of 2016,which included consideration of Land Use Map amendments,rezone applications, and text amendments for several elements of the comprehensive plan; and WHEREAS,the Growth Management Act(WAC 365-195-315)requires that the six-year Capital Facilities Plan be updated biennially to ensure financial planning and evaluate concurrency with development; and WHEREAS,the Everett Parks Department filed a docket request with the City to amend the text of the Everett Comprehensive Plan by replacing the existing Parks and Recreation Element with a revised version put forth by the Parks Commission that is consistent with the Parks,Recreation and Open Space Plan approved in 2016; and WHEREAS,the City regularly updates the various chapters of the Comprehensive Plan in order to keep the document timely and of value to the public and City decision makers; and WHEREAS,the Planning Commission held a public hearing on the matter on February 21,2017 at which time the Commission heard a staff presentation,held a public hearing with no public comments given, and considered various aspects of the proposed amendments; and 104 - 1 -
