10. The City completed environmental review of the proposed amendments consistent with <br /> SEPA procedures including adoption of the Draft Environmental Impact Statement issued <br /> July 20, 2015 and the Final Environmental Impact Statement issued September 4,2015 <br /> for the Comprehensive Plan 10-Year Update; and <br /> 11. The City evaluated the proposed amendments for consistency with factors outlined in the <br /> Everett Comprehensive Plan Chapter 1, Introduction, Section VII.H and where <br /> applicable,zoning map criteria specified in EMC 19.41.160.D.2. <br /> 12. The Planning Commission held a series of public hearings on select proposed <br /> amendments on November 1,2016(Housing Element briefing),December 6,2016, and <br /> February 21, 2017 (continued from February 7,2017) at which time the Commission <br /> heard a staff presentation,public comments, and considered various aspects of the <br /> proposed amendments; and <br /> 13.Notice of the proposed amendments to the comprehensive plan and development <br /> regulations were sent to the Washington State Department of Commerce on September <br /> 29,2016 for File No. Comp16-002(Silverlake Townhomes),November 17, 2016 for File <br /> No. Comp16-001 (Builders Investment Group, and January 4, 2017 for File Nos. <br /> Compl7-001 (Century Park) and Comp17-002 (Comprehensive Plan text amendments, <br /> various chapters); and <br /> 14. The City Council approved the following ordinances which taken together comprise the <br /> 2016-17 Comprehensive Plan(CP)Annual Docket: <br /> a. Builders Investment Group, CP map and rezone amendments; <br /> b. Century Park, CP map and rezone amendments; <br /> c. Comprehensive Plan text amendments to four elements. <br /> NOW, THEREFORE,BE IT RESOLVED BY THE EVERETT CITY COUNCIL THAT: <br /> With the adoption of the ordinances listed above approving the proposed amendments,the City <br /> Council has now completed the 2016-17 Comprehensive Plan Annual Docket review process. <br /> Council Member Introducing Resolution <br /> Passed and Approved this day of <br /> April, 2017. <br /> Judy Tuohy, Council President <br /> 129 - 2 - <br />
