During this process Y and City staff have discussed the possibility of
entering into a partnership that could result in the creation of a neighborhood park on the Y's property.
Additionally, Y representatives requested that the discussion include options that could result in expanding
the neighborhood park potential partnership to include City investment in the aquatics element of the new Y
facility. Based on this approach, three potential partnership scenarios have been created for further
discussion. All include the creation of a neighborhood park. Two scenarios include City investment in an
aquatics element.
Staff will brief council regarding the status of current discussions, provide an overview of the City's current
capital funding model for parks development, describe the three potential partnership scenarios and their
relationship to capital funding for other park projects and identify several policy questions for council
deliberation to guide staff in future discussions with Y representatives.
15
