RESOLUTION NO. !I 6 3 <br /> A RESOLUTION accepting the Lowell neighborhood's <br /> recommendations for expenditure of approximately <br /> $38,488 of Community Development Block Grant <br /> funds; specifying the improvements to be made; and <br /> authorizing the preparation of a Plans and systems <br /> Ordinance for construction and project implementation <br /> in the Spring and Summer of 1982. <br /> WHEREAS, the City Council has recognized the need to improve public <br /> facilities and the livability of the Lowell area; and <br /> WHEREAS, on January 20, 1982, the City Council authorized approximately <br /> $38,488.00 of Community Development Block Grant funds for improvements in the <br /> Lowell area as part of the City of Everett's 1982 Community Development Block <br /> Grant application; and <br /> WHEREAS, on March 11, 1982, residents of the Lowell neighborhood held a <br /> neighborhood-wide meeting at which residents voted on proposed projects; <br /> NOW, THEREFORE, be it resolved by the City Council of the City of Everett <br /> that: <br /> The following projects as recommended by Lowell residents, be implemented <br /> or constructed with the approximately $38,488 available through the <br /> Community Development Block Grant Program. (The project which received <br /> the greatest number of votes is listed as "1", the project which received the <br /> next greatest number of votes is listed as "2", etc.) <br /> 1. Allocate $600.00 for neighborhood wide refuse clean-up project. <br /> 2. Allocate $4,000.00 for rodent control project including baiting of <br /> manholes. <br /> 3. Construct bicycle lane in one block area of Lowell: Estimated cost <br /> $4,000.00. <br /> 4. Allocate $500.00 to make and place markers on historically significant <br /> buildings in Lowell. <br /> 5. Allocate $500.00 to develop historic building calendars, pictures, etc. <br /> for sale. <br /> 6. Allocate $4,000.00 for attic insulation in low income homeowners' <br /> residences. <br /> 7. Allocate $20,000.00 to restore outside facades of historic structures <br /> such as the Lowell Church or Fire Hall. Money will be repaid for <br /> restoration of other Lowell buildings. <br /> 8. Allocate approximately $3,000.00 to Council for a Greater Everett for <br /> community organizing and work on neighborhood issues. <br /> 9. Allocate approximately $9,000.00 for groundwater drainage home <br /> improvement program to low income homeowners. <br /> 10. Allocate approximately $3,600.00 to install guardrail at 52nd Street and <br /> S. 3rd Ave. <br />
