RESOLUTION NO. !I 6 3 A RESOLUTION accepting the Lowell neighborhood's recommendations for expenditure of approximately $38,488 of Community Development Block Grant funds; specifying the improvements to be made; and authorizing the preparation of a Plans and systems Ordinance for construction and project implementation in the Spring and Summer of 1982. WHEREAS, the City Council has recognized the need to improve public facilities and the livability of the Lowell area; and WHEREAS, on January 20, 1982, the City Council authorized approximately $38,488.00 of Community Development Block Grant funds for improvements in the Lowell area as part of the City of Everett's 1982 Community Development Block Grant application; and WHEREAS, on March 11, 1982, residents of the Lowell neighborhood held a neighborhood-wide meeting at which residents voted on proposed projects; NOW, THEREFORE, be it resolved by the City Council of the City of Everett that: The following projects as recommended by Lowell residents, be implemented or constructed with the approximately $38,488 available through the Community Development Block Grant Program. (The project which received the greatest number of votes is listed as "1", the project which received the next greatest number of votes is listed as "2", etc.) 1. Allocate $600.00 for neighborhood wide refuse clean-up project. 2. Allocate $4,000.00 for rodent control project including baiting of manholes. 3. Construct bicycle lane in one block area of Lowell: Estimated cost $4,000.00. 4. Allocate $500.00 to make and place markers on historically significant buildings in Lowell. 5. Allocate $500.00 to develop historic building calendars, pictures, etc. for sale. 6. Allocate $4,000.00 for attic insulation in low income homeowners' residences. 7. Allocate $20,000.00 to restore outside facades of historic structures such as the Lowell Church or Fire Hall. Money will be repaid for restoration of other Lowell buildings. 8. Allocate approximately $3,000.00 to Council for a Greater Everett for community organizing and work on neighborhood issues. 9. Allocate approximately $9,000.00 for groundwater drainage home improvement program to low income homeowners. 10. Allocate approximately $3,600.00 to install guardrail at 52nd Street and S. 3rd Ave.
