RESOLUTION OF INTENT <br /> RESOLUTION NO. ,,a, <br /> Be it resolved by the City Council of the City of Everett, Washington: <br /> SECTION 1: That it is the intention of the City Council to order the improvement <br /> of: <br /> Colby Avenue from 26 Street South to Pacific Avenue by the installation <br /> of additional on-street parking and conversion to a 2 lane arterial corridor, <br /> channelization, and by the installation of pedestrian landings and facilities, <br /> by the removal of pedestrian barriers and mid-block signals. <br /> Colby Avenue, from California Avenue South to Hewitt Avenue by the replace- <br /> ment of deteriorated water system. <br /> Said systems and improvements to include all incidental material, appurtenances, <br /> and work necessary for a complete improvement. <br /> SECTION II: That all persons who may desire to object thereto are hereby notified <br /> to appear and present such objections at a meeting of the City Council to be held <br /> in the City of Everett Council Chambers at 4:00 p.m, on the 3rd day of February, <br /> 1982. Said time and place is hereby fixed for the hearing of all matters relating <br /> to said proposed improvement and all objections thereto and for determining the <br /> method of payment for the improvement. <br /> SECTION III: That the City Engineer shall submit to the City Council at, or prior <br /> to, said date all data and information required by law to be submitted. <br /> SECTION IV: That cost and expense of such improvement shall be borne and assessed <br /> against the property liable therefore in accordance with the special benefits derived <br /> without regard to the zone termini method of spreading assessments. The property <br /> in the assessment district being more specifically described as follows: <br /> Beginning at the Southeast corner of Lot 16, Block 562 of Rucker's First <br /> Plat as recorded in Volume 2, Page 101 of Plats, records of Snohomish County, <br /> Washington; thence Southerly to intersect the Westerly alley right-of-way <br /> line in Block 612 of Rucker's First Plat; thence continuing Southerly following <br /> said Westerly alley right-of-way line to the Southeast corner of Lot 13, Block <br /> 667 of the Plat of Everett, as recorded in Volume 4, Page 1 of Plats, records <br /> of Snohomish County, Washington; thence to the Northeast corner of Lot <br /> 6 , replat of Block 683, Plat of Everett as recorded in Volume 4, Page 49 <br /> of Plats, records of Snohomish County, Washington; thence Southerly following <br />
