RESOLUTION NO. QO 0 4— <br /> A RESOLUTION requesting the Snohomish County P.U.D. No. 1 Commis- <br /> sioners consider programs providing relief from electrical power <br /> 1 rate increases for low income senior citizens. <br /> 2 <br /> 3 WHEREAS, low income senior citizens find it very difficult to pay higher living <br /> 4 expenses which result from rate increases for necessary goods and services; and, <br /> 5 WHEREAS, low income senior citizens deserve consideration when rates and <br /> 6 costs are increased to see if such rate or cost increases might be structured to give <br /> 7 some relief to low income senior citizens who are least able to pay increased rates and <br /> 8 costs; and <br /> 9 WHEREAS, the Administration and City Council of the City of Everett endorsed <br /> 10 reduced rates for low income senior citizens in its water and sewer rates; <br /> 11 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EVERETT <br /> 12 RESOLVES: <br /> 13 That the Commissioners of the Snohomish County Public Utility District No. 1 <br /> 14 are encouraged to consider any and all alternatives which would give some relief from <br /> 15 increased electrical power rates to low income senior citizens such as the four point <br /> 16 proposal of the Fair Use of Snohomish Energy organizations: <br /> 17 <br /> 1. Freeze rates at last year's level of 1.75 cents/KWH for the winter <br /> 18 of 1981-82. <br /> 19 2. In future winters there should be a permanent 40% discount. <br /> 20 3. The costs of this discount should be paid 40% by the residential <br /> customers and 60% by the other customers. <br /> 21 <br /> 4. This discount would only be for low-income elderly (62 or over; <br /> 22 income low enough to qualify for the property tax discount). <br /> 23 <br /> The Commissioners are encouraged to consider all other such proposals for relief <br /> 24 <br /> to low income senior citizens in making their difficult decision. <br /> 25 <br /> 26 <br /> 608 27 <br /> 28 Councilmember Sponsoring Resolution <br /> 29 <br /> PASSED this 30th day of September, 1981. <br /> 30 may... <br /> 31 -761/61‘ <br /> ;j1 <br /> City Council Preside <br /> 32 <br />
