RESOLUTION OF INTENT RESOLUTION NO. /AY BE IT RESOLVED by the City Council of the City of Everett, Washington: SECTION I: That it is the intention of the City Council to order the improvement of: (1) Casino Road, from Airport Road to Evergreen Way by the acquisition of necessary right-of-way and by the construction of an asphalt roadway, concrete sidewalks on both sides, curbs and gutters, storm sewer system, street lighting system, and a traffic light signal at the inter- section of Hardeson Road (AKA 5th Ave. W.), said systems and improvements to include all incidental material, appurtenances, and work necessary for a complete improvement. (2) Hardeson Road (AKA 5th Ave. W.) from existing improved street at SR 526 South to Casino Road by the acquisition of necessary right- of-way and by the construction of an asphalt roadway, concrete sidewalks on both sides, curbs and gutters, storm sewer system, street lighting system, said systems and improvements to include all incidental material, appurtenances, and work necessary for a complete improvement. (3) Evergreen Way, from Casino Road South approximately 500 feet to existing standard street improvements by the acquisition of necessary right-of-way and by the construction of an asphalt roadway, concrete sidewalks on both sides, curbs and gutters, storm sewer system, said systems and improvements to include all incidental material, appurtenances, and work necessary for a complete improvement. SECTION II: That all persons who may desire to object thereto are hereby notified to appear and present such objections at a meeting of the City Council to be held in the City of Everett Council Chambers at 7:00 p.m. on the 1st day of July, 1981. Said time and place is hereby fixed for the hearing of all matters relating to said proposed improvement and all objections thereto and for determining the method of payment for the improvement. SECTION III: That the City Engineer shall submit to the City Council at, or prior to, said date all data and information required by law to be submitted. SECTION IV: The cost and expense of such improvement shall be borne and assessed against the property liable therefore in accordance with the special benefits derived without regard to the zone termini method of spreading assessments. The property in the assessment district being more specifically described as follows: Beginning at the West quarter corner of Section 14, Township 28 North, Range 4 East, W.M., thence North along the Westerly section line of Section 14 a distance of 1316.37 feet to the true point of beginning; thence continuing North along said section line to its intersection with the Southerly right- of-way line of State Route 526; thence Easterly following said Southerly right-of-way line to its intersection with the centerline of the Evergreen Way right-of-way; thence Southwesterly along said centerline of Evergreen Way to the intersection with the North section line of Section 18, Township 28 North, Range 5 East, W.M.; thence Easterly along said section line to a point 258.40 feet, more or less, East of the Northwest corner of said section; thence Southerly a distance of 156.03 feet; thence S 31° 43' 45" W for 217.47 feet; thence S 00° 49' 00" E for 140.61 feet; thence N 58° 16' 15" W for 328.81 feet, more or less to intersect with the centerline of Evergreen Way; thence Southwesterly along said centerline to a point of intersection with the projected Southwesterly lot line of Lot 1, Beverly Garden Tracts,Division No. 1;
