RESOLUTION OF INTENT <br /> RESOLUTION NO. /AY <br /> BE IT RESOLVED by the City Council of the City of Everett, Washington: <br /> SECTION I: That it is the intention of the City Council to order the improvement <br /> of: <br /> (1) Casino Road, from Airport Road to Evergreen Way by the acquisition <br /> of necessary right-of-way and by the construction of an asphalt roadway, <br /> concrete sidewalks on both sides, curbs and gutters, storm sewer <br /> system, street lighting system, and a traffic light signal at the inter- <br /> section of Hardeson Road (AKA 5th Ave. W.), said systems and improvements <br /> to include all incidental material, appurtenances, and work necessary <br /> for a complete improvement. <br /> (2) Hardeson Road (AKA 5th Ave. W.) from existing improved street <br /> at SR 526 South to Casino Road by the acquisition of necessary right- <br /> of-way and by the construction of an asphalt roadway, concrete sidewalks <br /> on both sides, curbs and gutters, storm sewer system, street lighting <br /> system, said systems and improvements to include all incidental material, <br /> appurtenances, and work necessary for a complete improvement. <br /> (3) Evergreen Way, from Casino Road South approximately 500 feet to <br /> existing standard street improvements by the acquisition of necessary <br /> right-of-way and by the construction of an asphalt roadway, concrete <br /> sidewalks on both sides, curbs and gutters, storm sewer system, said <br /> systems and improvements to include all incidental material, appurtenances, <br /> and work necessary for a complete improvement. <br /> SECTION II: That all persons who may desire to object thereto are hereby notified <br /> to appear and present such objections at a meeting of the City Council to be <br /> held in the City of Everett Council Chambers at 7:00 p.m. on the 1st day of <br /> July, 1981. Said time and place is hereby fixed for the hearing of all matters <br /> relating to said proposed improvement and all objections thereto and for determining <br /> the method of payment for the improvement. <br /> SECTION III: That the City Engineer shall submit to the City Council at, or <br /> prior to, said date all data and information required by law to be submitted. <br /> SECTION IV: The cost and expense of such improvement shall be borne and assessed <br /> against the property liable therefore in accordance with the special benefits <br /> derived without regard to the zone termini method of spreading assessments. <br /> The property in the assessment district being more specifically described as <br /> follows: <br /> Beginning at the West quarter corner of Section 14, Township 28 North, <br /> Range 4 East, W.M., thence North along the Westerly section line of Section <br /> 14 a distance of 1316.37 feet to the true point of beginning; thence continuing <br /> North along said section line to its intersection with the Southerly right- <br /> of-way line of State Route 526; thence Easterly following said Southerly <br /> right-of-way line to its intersection with the centerline of the Evergreen <br /> Way right-of-way; thence Southwesterly along said centerline of Evergreen <br /> Way to the intersection with the North section line of Section 18, Township <br /> 28 North, Range 5 East, W.M.; thence Easterly along said section line to a <br /> point 258.40 feet, more or less, East of the Northwest corner of said section; <br /> thence Southerly a distance of 156.03 feet; thence S 31° 43' 45" W for <br /> 217.47 feet; thence S 00° 49' 00" E for 140.61 feet; thence N 58° 16' 15" W <br /> for 328.81 feet, more or less to intersect with the centerline of Evergreen Way; <br /> thence Southwesterly along said centerline to a point of intersection with <br /> the projected Southwesterly lot line of Lot 1, Beverly Garden Tracts,Division <br /> No. 1; <br />
