RESOLUTION OF INTENT RESOLUTION NO. Be it resolved by the City Council of the City of Everett, Washington: SECTION I: That it is the intention of the City Council to order the improvement of: Norton Avenue at its intersection with 25th Street, by the constructing of a Traffic Signal System, and work necessary for a complete street improve- ment. SECTION II: That all persons who may desire to object thereto are hereby notified to appear and present such objections at a meeting of the City Council to be held in the City of Everett Council Chambers at 8:30 a.m., on the 22nd day of April 1981. Said time and place is hereby fixed for the hearing of all matters relating to said proposed improvement and all objections thereto and for determining the method of payment for the improvement. SECTION III. That the City Engineer shall submit to the City Council at, or prior to, said date all data and information required by law to be submitted. SECTION IV: The cost and expense of such improvement shall be borne and assessed against the property liable therefore in accordance with the special benefits derived without regard to the zone termini method of spreading assessments. The property in the assessment district being more specifically described as follows: Beginning at the intersection of the centerline of the alley in Block 558, Plat of Everett Division G and the centerline of 26th Street; thence west to the west line of Norton Avenue; thence north along the west line of Norton Avenue to the centerline of 23rd Street; thence east along centerline of 23rd Street to the centerline of the alley in Block 486,Plat of Mill Addition; thence south along centerline of alley in Block 486, Block 556, and said Block 558 to the Point of Beginning.
