RESOLUTION NO. / <br /> A RESOLUTION approving the Annual Housing <br /> Action Program as part of the 1981 application <br /> for Community Development Block Grant funds, <br /> to the Department of Housing and Urban Development, <br /> under the Housing and Community Development <br /> Act of 1977 <br /> WHEREAS, the City Council of the City of Everett recognizes the need to plan <br /> for housing assistance programs in Everett, and <br /> WHEREAS, an Annual Housing Action Program is a required part of the City of <br /> Everett's application for 1981 Community Development Block Grant funds, and <br /> WHEREAS, the major provisions of the Program to satisfy the above need <br /> includes: 1.The Block Grant funded Community Housing Improvement <br /> Program (CHIP) is the major vehicle to providing housing <br /> assistance to low and moderate income owners and 1981 goals <br /> are as follows: <br /> -55 units of rehabilitation for the elderly <br /> -16 units of rehabilitation for small families <br /> - 9 units of rehabilitation for large families <br /> 2. The total annual goal for subsidized rental housing (120) is to be allocated as <br /> follows: <br /> -67 units for small families <br /> -13 units for large families <br /> -40 units for the elderly <br /> 3. Priorities for the above 120 units include: <br /> First priority shall be given to 80 units of "existing" housing for families (67 <br /> small family and 13 large family). <br /> Second priority shall be given to 40 units of "existing" housing for the <br /> elderly. <br /> Third priority shall be given to new construction for families. <br /> WHEREAS, the above goals and priorities are estimated without knowledge of the <br /> 1981 allocation. The proportionality of the goals of family units versus elderly units <br /> could change with the 1981 allocations. <br /> WHEREAS, the above goals and priorities are consistent with Everett's three-year <br /> Housing Assistance Plan, adopted in 1979 and are consistent with HUD regulations and <br /> guidelines, and <br /> WHEREAS, federal housing assistance resources are allocated to Everett based on <br /> the provisions of the Housing Assistance Plan, and the Annual Housing Action Program, <br /> and <br />
