INTRODUCTION AND RELIEF REQUESTED <br /> 15 <br /> Defendant Yost's property has been an eye-sore in the community for years now. In fact, <br /> 16 <br /> Yost's failure to keep the property free of garbage,junk, and overgrown vegetation together with <br /> 17 <br /> 18 her refusal to comply with City building codes has resulted in the property (including the house) <br /> 19 becoming a public nuisance. <br /> 20 The City has been struggling with nuisance conditions at the property since 2006, and even <br /> 21 had the property declared a"drug nuisance"in 2011. Yost has made some half-hearted attempts at <br /> 22 nuisance abatement during this period. She has periodically removed junk, inoperable vehicles, <br /> 23 and garbage and she has attempted to manage the vegetation at the property.
