We <br /> reviewed the environmental checklist and have the following <br /> comments. <br /> i. Item H.l.e of the checkliat indicatea the existinq fill <br /> is of poor quality and 19,000 cubic yenx�' will need to be ex- <br /> cavated. Solid waste requlations do not apply to suitable <br /> structural fill (i.e. , pit run or screened/enqineered fill <br /> material) . However, they do address woodwaste and demolition <br /> debris used as a component of fill, and require solid waste <br /> permits f:om the jurisdictional health department for <br /> landfilling of such materials. <br /> If the existing fill material is of unsuitable quality for <br /> construction purposes on this aite, it seems very likely that <br /> it would also be unsuitable for such purpoaes on other sites. <br /> The final diepoeition of the excavated fill material is not <br /> identified in tha checklist. If it conforms to the defini- <br /> tion of woodwaste, dema! ition debris, or solid waste in WAC <br /> 173-304-100 of the Minimum Functional Standarda, it muet be <br /> deposited at an approved solid waste handlinq facility. <br /> WAC 173-3U4-461 outlines the criteria for inert waste and <br /> demolition waste landfi.11ing facilitiea. These standarde are <br /> applicable to "Facilities that landfill more than two thou- <br /> sand cubic yarda of inert wastes and demolition wastes as de- <br /> fined in WAC 173-304-100, includinq facilities that use inert <br /> waste and demolition waste as a component of fill." <br /> WAC 173-304-462 outlines the criteria for wood waste <br /> landfilling fav^ilities which are applicable to ��Facilities <br /> that landfill more than two thousand cubic yards of <br /> woodwastes, including facilitiea that use woodwaste as a com- <br /> ponent of fill.
