1 <br /> � � <br /> i <br /> The Planninq Director approved the fill of the two wetla nd the <br /> buffer width reduction, the landscape modification, <br /> height of the rockery based on the following: <br /> 1. Subsection 37.110.B.3 of the City of Everett Zoning Code <br /> gives the Planning Director the authority to allow the <br /> elteration of Cateqory III wetlands when mitigation is <br /> provided for the loss of all functional vnlues. Subsection <br /> 37.110.C.5 requires a mitigation ratio of 1.5:1 if a scrub- <br /> shrub wetland and a 3:1 ratio if a forested wetland. <br /> Required mitigetion = 3 X 1 ,530 + 1.5 X 1,676 = 7,104 square <br /> feet of wetland. <br /> The applicent has deeded Lots 8 and 9 at the northeast <br /> corner of P�eqet Drive end Floride Drive to the City of <br /> Everett e.s mitigati�n. The two ;ots totEl 45,00o square <br /> feet in size. Up to two residences would heve been <br /> permitted to be built throuqh the reesoneble use process <br /> described in Subsection 37 .050.8. Two residences would heve <br /> filled npproximately 7,500 to 10,00o square feet of wetland. <br /> 2. Subsection 37.14o.0 of the City of Everett Zoning Code gives <br /> the Planninq Director the authority to reduce the stendard <br /> wetland buffer widths only when there hes previously been <br /> s�batantial legel alteration of the wetlend and/or its <br /> buffer. There has been substantial alteretion of the <br /> existing wetlands and buffers. Fill hes been placed within <br /> the wetlands and its buffers. <br /> Enhencing the buffer will improve the functional values of <br /> the buffer by reducing the opportunity for human intrusion <br /> into the wetlanda, and by providing food and nestinq habitat <br /> for wildlife. The buffer will be revegetated with <br /> approprlate plentinqs such as willows, red doqwood, vine <br /> maple, western red cedar, oceanspray, ninebark, red <br /> elderberry, and snowberry. <br /> 3 . Subsection 35.070.A allows the Plnnning Director to waive <br /> somP or nll of the landscapinq requirements in the followir.q <br /> instance. When the applicant proposes an alternative method <br /> of lendscaping that would achieve the intent and purpose of <br /> the landscepinq required in th�.s Ordinance and which the <br /> Director determines to "provide superior quelity =eservation <br /> use of native vegetation existinq on site, . . . p <br /> of wetlands and/or wildlife hnbitat, . . . or through other <br /> means��. <br /> Approximately 1,800 square feet of wetland buffer will be <br /> counted towards meetinq a portion of the required 7,455 <br /> square feet of internal landscapinq to the parking lot. The <br /> 25 foot wide wetland buffers extend into the parking lot and <br /> will provide the seme function es the other interior <br /> landscape islands. �.11 parkinq stalla will be located <br /> within 50 feet of every lendscape island or wetland buffer. <br /> �� <br />
