RESOLUTION NO. 1890 <br /> A RESOLUTION authorizing the Mayor to enter <br /> into a contract with Everett Construction <br /> for sewer replacement in the alley between <br /> Lombard and Oakes, south of Hewitt and de- <br /> claring an emergency to exist. <br /> WHEREAS, there is flooding occurring in several businesses <br /> in the area of downtown Everett due to collapsed sewer in the <br /> alley in the area of Oakes and Lombard, south of Hewitt; and <br /> WHEREAS, there is a health and safety hazard existing due <br /> to the flooding; and <br /> WHEREAS, because of the health and safety hazard to the <br /> downtown area, it is imperative that the problem be remedied <br /> immediately; and <br /> WHEREAS , some informal bids were acquired by the City; and <br /> WHEREAS, the lowest bidder was Universal Utilities Construc- <br /> tion Co. who has done work for the City in the past and with <br /> which the City' has had problems in the area of meeting contract <br /> requirements; and <br /> WHEREAS, Everett Construction was the second lowest bidder; <br /> NOW, THEREFORE, BE IT RESOLVED that an emergency exists and <br /> that Universal Utilities Construction Co. be declared a non- <br /> responsive bidder due to past performance and that the Mayor <br /> be authorized to enter into a contract with Everett Construction <br /> for sewer replacement in the alley between Lombard and Oakes , <br /> south of Hewitt. <br /> 1/SANI/ <br /> Councilman Introducing Resol. tion <br /> PASSED and APPROVED this 7th day of January , 1981 . <br /> Council President Pro-Tem <br />
