M r RESOLUTION NO. / 86 A RESOLUTION accepting the Port Gardner neighborhood's recommendations for expenditure of $100,000 of Community Development Block Grant funds; specifying the improvements to be made; and authorizing the preparation of a Plans and Systems Ordinance for construction and implementation in June, 1981. WHEREAS, the City Council has recognized the need to improve public facilities in the Port Gardner Neighborhood; and WHEREAS, on July 23, 1980, the City Council authorized $50,000 of 1980 Block Grant funds to be used for engineering and design of the 1981 improvement projects to be constructed in Lowell, Port Gardner, Northeast, Riverside, and WHEREAS, numerous neighborhood meetings have been held to discuss project proposals; and WHEREAS, on October 20, 1980, residents of the Port Gardner neighborhood held a neighborhood-wide meeting at which residents voted on proposed projects; NOW, THEREFORE, be it resolved by the City Council of the City of Everett that: 1. The following projects be implemented or constructed with the $100,000 available through the 1981 Community Development Block Grant Program as recommended by Port Gardner residents. (The project which received the greatest number of votes is listed as A, the project which received the next greatest number of votes is listed as B, etc.) A. $1,000 to Council for Greater Everett for neighborhood fair share assistance for support services to Port Gardner neighborhood. B. Terrace Drive (43rd Street to 44th Street), concrete curb and gutter on both sides, install storm drainage system, landscaping behind curb, asphalt resurfacing (estimated project cost: $42,500). C. 43rd Street (alley west of Rucker Avenue to Grand Avenue) construct concrete curb and gutter on north side of 43rd, install storm drainage system (estimated project cost: $44,160). D. $500 to Jackson Elementary School PTA towards estimated $2,400 playground equipment to be purchased by PTA. E. Terrace Drive (42nd Street to 41st Street), concrete curb and gutter on west side, install storm drainage system, asphalt resurfacing (estimated project cost: $34,150). F. 35th Street at Hoyt intersection, install flashing signal light for traffic control and pedestrian safety (estimated project cost: $8,140). 2. The Mayor be instructed to have a Plans and Systems Ordinance prepared and presented to the City Council which will officially authorize and fund the development of contract plans, specifications and detailed cost esti- mates and the future construction of the above improvements.
