M <br /> r <br /> RESOLUTION NO. / 86 <br /> A RESOLUTION accepting the Port Gardner <br /> neighborhood's recommendations for expenditure <br /> of $100,000 of Community Development Block Grant <br /> funds; specifying the improvements to be <br /> made; and authorizing the preparation of a Plans <br /> and Systems Ordinance for construction and <br /> implementation in June, 1981. <br /> WHEREAS, the City Council has recognized the need to improve public facilities <br /> in the Port Gardner Neighborhood; and <br /> WHEREAS, on July 23, 1980, the City Council authorized $50,000 of 1980 Block <br /> Grant funds to be used for engineering and design of the 1981 improvement projects <br /> to be constructed in Lowell, Port Gardner, Northeast, Riverside, and <br /> WHEREAS, numerous neighborhood meetings have been held to discuss project <br /> proposals; and <br /> WHEREAS, on October 20, 1980, residents of the Port Gardner neighborhood <br /> held a neighborhood-wide meeting at which residents voted on proposed projects; <br /> NOW, THEREFORE, be it resolved by the City Council of the City of Everett <br /> that: <br /> 1. The following projects be implemented or constructed with the $100,000 <br /> available through the 1981 Community Development Block Grant Program <br /> as recommended by Port Gardner residents. (The project which received <br /> the greatest number of votes is listed as A, the project which received <br /> the next greatest number of votes is listed as B, etc.) <br /> A. $1,000 to Council for Greater Everett for neighborhood fair share <br /> assistance for support services to Port Gardner neighborhood. <br /> B. Terrace Drive (43rd Street to 44th Street), concrete curb and gutter <br /> on both sides, install storm drainage system, landscaping behind <br /> curb, asphalt resurfacing (estimated project cost: $42,500). <br /> C. 43rd Street (alley west of Rucker Avenue to Grand Avenue) construct <br /> concrete curb and gutter on north side of 43rd, install storm drainage <br /> system (estimated project cost: $44,160). <br /> D. $500 to Jackson Elementary School PTA towards estimated $2,400 <br /> playground equipment to be purchased by PTA. <br /> E. Terrace Drive (42nd Street to 41st Street), concrete curb and gutter <br /> on west side, install storm drainage system, asphalt resurfacing <br /> (estimated project cost: $34,150). <br /> F. 35th Street at Hoyt intersection, install flashing signal light for <br /> traffic control and pedestrian safety (estimated project cost: $8,140). <br /> 2. The Mayor be instructed to have a Plans and Systems Ordinance prepared <br /> and presented to the City Council which will officially authorize and fund <br /> the development of contract plans, specifications and detailed cost esti- <br /> mates and the future construction of the above improvements. <br />
