RESOLUTION NO. / 7 9So <br /> A RESOLUTION amending Resolution No. 1739 <br /> approving the Annual Housing Action Program as <br /> part of the 1980 application for Community Development <br /> Block Grant funds, to the Department of Housing and <br /> Urban Development, under the Housing and Community <br /> Development Act of 1977. <br /> WHEREAS, the City Council of the City of Everett recognizes the needs <br /> to plan for housing assistance programs in Everett, and <br /> WHEREAS, an Annual Housing Action Program is a required part of the <br /> City of Everett's application for 1980 Community Development Block Grant funds, <br /> and <br /> WHEREAS, the Department of Housing and Urban Development requested <br /> changes to the originally submitted Annual Housing Action Program, and <br /> WHEREAS, the major provisions of the Program to satisfy the above need <br /> includes: <br /> 1. The Block Grant funded Community Housing Improvement Program <br /> (CHIP) is the major vehicle to providing housing assistance to <br /> low and moderate income home owners and 1980 goals are as <br /> follows: <br /> -30 units of rehabilitation for family homeowners <br /> -56 units of rehabilitation for elderly homeowners <br /> 2. The total annual goal for subsidized rental housing is to be allocated <br /> as follows: <br /> 56 -4#units for small families <br /> 12 —ter units for large families <br /> 54 -b"8 units for the elderly <br /> 3. Priorities for the above 122 units include: <br /> First priority shall be given toll; 68 units of new construction <br /> for families (4t4 56 family and t& 12 large family). <br /> Second priority shall be given to Ere 54 units of "existing" housing <br /> for the elderly. <br /> WHEREAS, the above goals and priorities are consistent with Everett's three- <br /> year Housing Assistance Plan, adopted in 1979 and are consistent with HUD regulations <br /> and guidelines, and <br /> WHEREAS, federal housing assistance resources are allocated to Everett <br /> based on the provisions of the Housing Assistance Plan, and the Annual Housing <br /> Action Program, and <br />
