The BIA funds are currently used primarily for cleaning and maintenance of
the BIA area, including cleaning sidewalks and alleys, weeding, emptying trash containers and removing
graffiti. The current assessment is scheduled to expire June 30, 2017.
The DEA Board of Directors has requested that the City consider extending the BIA assessment for an
additional three years, with a modified rate of assessment representing an increase in the BIA budget. It is
also proposed that assessments be calculated using land square footage instead of lineal front footage, as
land square footage data is readily available from the Snohomish County Assessor. Assessments would be
$0.08 per land square foot and$0.14 per$1,000 of assessed value. The public hearing will provide the
Council the opportunity to hear from the public and from BIA members and decide whether to extend the
BIA for an additional three years, extend the special assessment levy as modified and approve a three-year
budget for the BIA.
RECOMMENDATION (Exact action requested of Council):
Adopt A Resolution setting a public hearing before the City Council on June 14, 2017, at 6:30 p.m. to
receive comments on the City's intent to extend the term of the Business Improvement Area, amend the
special assessment levy for three additional years and approve a three-year budget.
19
