t <br /> V <br /> RESOLUTION NO. //2 ' 9 <br /> 4 <br /> A Resolution establishing a methodology <br /> to review the twenty three recommendations <br /> suggested by the Housing Policy Committee in <br /> its report entitled "Report and Recommendations <br /> to the Everett City Council from the Everett <br /> Housing Policy Committee -- June, 1979." <br /> WHEREAS, in October, 1978, the City Council established the Housing <br /> Policy Committee as an ad hoc advisory committee to research the City's <br /> current housing problems and provide suggestions to the City Council for <br /> alleviating some of these problems; <br /> WHEREAS, members of the Housing Policy Committee met regularly from <br /> November, 1978 through May, 1979 to discuss and make recommendations on four <br /> housing issues: housing for the elderly, housing justice (tenants' rights, <br /> buyer protections, dispute settlement, etc.) , land use policies and zoning <br /> revisions, and housing for low income families; <br /> WHEREAS, the Housing Policy Committee produced and presented to the <br /> City Council a written document entitled, "Report and Recommendation to the <br /> Everett City Council from the Everett Housing Policy Committee -- June, 1979", <br /> which presents its findings and 23 recommendations to ease the housing <br /> crisis; <br /> WHEREAS, on September 19, 1979, the City Council appointed a subcommittee <br /> composed of two Council members, two staff persons, and the Chief Admini- <br /> strative Assistant to develop a strategy to review the recommendations <br /> appearing in the committees report; <br /> WHEREAS, the subcommittee has met several times and has developed a <br /> strategy and work plan to review the 23 recommendations as follows: <br /> Each of the 23 recommendations discussed in the report <br /> has been grouped into one of the following categories: <br /> (1) recommendations which require little implementation time, <br /> (2) recommendations to be deferred to the Growth Management <br /> Committee, and (3) recommendations which require substantial <br /> additional research. Under categories 1 and 3, the recommenda- <br /> tions are listed in the order which the subcommittee suggests <br /> each be researched and reviewed by Council. (See attached <br /> suggested work schedule for the specific wording of each <br /> recommendation, the order in which each would be reviewed, <br /> and the review and/or implementation strategy to be used <br /> for each recommendation. ) <br />
