RESOLUTION NO. c� 7' q A RESOLUTION approving the Annual Housing Action Program as part of the 1980 application for Community Development Block Grant funds, to the Department of Housing and Urban Develop- ment, under the Housing and Community Development Act of 1977. WHEREAS, the City Council of the City of Everett recognizes the need to plan for housing assistance programs in Everett, and WHEREAS, an Annual Housing Action Program is a required part of the City of Everett's application for 1980 Community Development Block Grant funds, and WHEREAS, the major provisions of the Program to satisfy the above need includes: I . The Block Grant funded Community Housing Improvement Program (CHIP) is the major vehicle to providing housing assistance to low and moderate income home owners and 1980 goals are as follows: - 30 units of rehabilitation for family homeowners - 56 units of rehabilitation for elderly homeowners 2. The total annual goal for subsidized rental housing ( 122) is to be allocated as follows: 44 units for small families 10 units for large families 68 units for the elderly 3. Priorities for the above 122 units include: First priority shall be given to 54 units of new construction for families (44 family and 10 large family) . Second priority shall be given to 68 units of "existing" housing for the elderly. WHEREAS, the above goals and priorities are consistent with Everett's three-year Housing Assistance Plan, adopted in 1979 and are consistent with HUD regulations and guidelines, and WHEREAS, federal housing assistance resources are allocated to Everett based on the provisions of the Housing Assistance Plan, and the Annual Housing Action Program, and
