This takes the form of a temporary Road and Pit Use Permit <br /> between the City of Everett as Grantor and PUD as Grantee. This is a no fee permit based on mutual benefit. <br /> The rock will be used to build a cofferdam(temporary enclosure)to divert the river away from the <br /> construction site. After project completion, the rock will be returned to the City pit along with additional rock <br /> and sand generated from the construction activities at the project site. <br /> In addition, the permit contains conditions for the PUD's use of other City roads and facilities for the fish <br /> passage project. While the existing agreements between the City and PUD for the operation of the Jackson <br /> Project give PUD the right to use certain City roads and facilities necessary for Jackson Project purposes,this <br /> permit conditions the use as to liability,protection of City property,and restoration specifications for the fish <br /> passage construction project. <br /> RECOMMENDATION(Exact action requested of Council): <br /> Authorize the Mayor to sign Road and Pit Use Permit/Facility and Property Protection Agreement(Permit <br /> No. 15-0002)with Snohomish County PUD #1. <br /> 41 <br />
