RESOLUTION NO. 7077 <br /> A RESOLUTION regarding establishment of a program for the assistance of low-income <br /> utility customers <br /> WHEREAS,. <br /> A. The City of Everett has low-income utility customers who may from time-to-time <br /> have challenges in paying their utility bills. <br /> B. The City Council believes that the City should consider ways to assist low-income <br /> customers with their utility bills, in a manner that is compassionate, but yet fair to <br /> the rest of the utility's customers. <br /> C. The City Council is aware that many other utility agencies have programs to assist <br /> low-income customers. <br /> D. The City Council desires that City administration return to the City Council with <br /> options for setting up such a program for the Everett utility. <br /> NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that: <br /> SECTION 1. The City Council requests that City administration no later than April 2017 to <br /> brief the City Council on its options for establishing a program for low-income utility customers. <br /> SECTION 2. The briefing at minimum should discuss all of the following: <br /> A. Programs established by other municipalities and agencies in Washington. <br /> B. Options for program structure,such as discounts,deferrals or help with bill <br /> paying. <br /> C. Options for program eligibility criteria, such as residency requirements, income <br /> requirements, and requirements for substantiating residency and income. <br /> D. Options regarding an annual assistance cap per customer. <br /> E. Options regarding partnering with one or more non-profit agencies to administer <br /> the program. <br /> 1 <br /> 2 <br />
