The lowest bidder was Interwest Construction with a total bid of <br /> $13,789,438.50 for both Schedule A and Schedule B. The City engineer's estimate was $10,698,681. <br /> Staff discussed the higher bid with other agencies who are also receiving bids above their estimates. The <br /> construction industry has seen an increase in projects being bid and prices are rising as a result. Staff <br /> reviewed the low bid, and while there were items substantially over the engineers estimate, discussions with <br /> the low bidder revealed that those higher prices were necessary to meet the required Disadvantage Business <br /> Enterprise (DBE) goal for federal funding. Federal funding requirements can contribute to higher costs on <br /> items where the contractor is using DBE sub-contractors. After much consideration and consultation with the <br /> Washington State Department of Transportation(WSDOT), staff concluded that the low bid was reflective of <br /> the current construction pricing, and rebidding the project would not result in lower bids than those received. <br /> Interwest Construction has had two recent successful projects with the City: Broadway Bridge Replacement <br /> and Sewer M, Phase 1. Staff has determined that Interwest Construction is the lowest responsive and <br /> responsible bidder and recommends award to Interwest Construction. WSDOT administers the federal <br /> funding and after their review of pertinent bid documents, concurs with the City's award recommendation. <br /> RECOMMENDATION: <br /> Award the bid of the Grand Avenue Park Bridge construction contract to Interwest Construction in the <br /> amount of$13,789,438.50. 49 <br />
