(8) Accept the Riverfront Development North Wetland Complex Project as complete and Authorize the Mayor to sign the Certificate of Completion with A-1 Landscaping & Construction, Inc. allowing release of the retainage bond. ACTION ITEMS: (9) Authorize the Mayor to sign a Memorandum of Understanding with the Washington Traffic Safety Commission regarding the Drug Recognition Expert Program at no cost to the City. (10) Adopt a Resolution declaring an Emergency regarding the repair and replacement of the Wood's Lake Creek Culvert. (11) Reject Bid received for the construction of the Water Main Replacement"Q"— Evergreen Way Project. (12) Authorize the Mayor to sign Amendment No. 6 to the Professional Services Agreement with BHC Consultants, LLC to extend the Agreement completion date to December 31, 2017, at no additional cost to the City. (13) Award the construction bid for Regulators 4 and 39 Modifications to Faber Construction in the amount of $1,098,104.63 including Washington State sales tax. (14) Authorize the Mayor to sign Amendment No. 3 with Tetra Tech, Inc. for the Water Filtration Plant Programmed Logic Controllers Replacement Project in the amount of $105,325 and extend the contract through December 31, 2019. (15) Authorize the Mayor to sign the Land Use license with Washington State Department of Natural Resources for the Lake Chaplain Road Culvert Replacement Project at the cost of $756.00. (16) Authorize the Mayor to sign a Professional Services Agreement with Wetherholt and Associates, Inc. for a roof evaluation of the Main Library in an amount not to exceed $3,900. (17) Authorize the Mayor to sign the Special Use Permit between the National Park Service and the City of Everett to provide outdoor programs in the North Cascades National Park Service Complex.
