4 <br /> X. "Motorcycle" means every motor vehicle having a saddle for the use of the <br /> rider and designed to travel on not more than three wheels in contact with the <br /> ground. <br /> Y. "Operator" or"driver" means every person who drives or is in actual physical <br /> control of a vehicle. <br /> Z. "Ordinance" means the city's parking regulation ordinance. <br /> AA. "Owner" means a person who has lawful right of possession of a vehicle by <br /> reason of obtaining it by purchase, exchange, gift, lease, inheritance or legal <br /> action whether or not the vehicle is subject to a security interest and means <br /> registered owner where the reference to owner may be construed as either to <br /> registered or legal owner. <br /> BB. "Park or parking" means the standing of a vehicle, whether occupied or not, <br /> otherwise than temporarily for the purpose of and while actually engaged in <br /> loading or unloading of property or passengers. <br /> CC. "Parking enforcement officer" means an employee of the city of Everett under <br /> the direction of the police department who is responsible, along with the city's <br /> police officers, to enforce the provisions of this chapter. <br /> DD. "Parking hearing examiner" means the judge(s) of the Everett municipal <br /> court. <br /> EE. Parking infraction" means that form of traffic infraction concerning the <br /> infringement of any parking regulation set forth in this chapter. <br /> FF. "Parking meter" means any mechanical device placed or erected adjacent to <br /> a parking meter space, for the purpose of regulating or controlling the period <br /> of time of occupancy of such parking meter space by any vehicle. <br /> GG. "Parking space" means an area duly designated for the parking of a single <br /> vehicle by appropriate markings on the pavement and/or the curb, or where <br /> no such markings are provided, the area necessary to accommodate a single <br /> vehicle. <br /> HH. "Passenger loading zone" means a place reserved for the exclusive use of <br /> vehicles while receiving or discharging passengers. <br /> II. "Planting strip" means that portion of a highway lying between the <br /> constructed curb or the edge of the roadway and the property line exclusive <br /> of the sidewalk area. <br /> JJ. "Police officer" means a law enforcement officer of the city of Everett. <br /> 21 <br />
