"Shoulder" means the area between the roadway edge where there is no <br /> constructed curb and either: (1) the constructed sidewalk, or (2) in the <br /> absence of a constructed sidewalk, the property line, but shall not include a <br /> planted area. <br /> QQPP. "Stand or standing" means the halting of a vehicle, whether occupied <br /> or not, otherwise than temporarily for the purpose of and while actually <br /> engaged in receiving or discharging passengers. <br /> Q-4RR. "Stop or stopping" means any halting of a vehicle resulting in complete <br /> cessation from movement, even momentarily. <br /> SSS. "Tow-away zone" means a portion of a street or alley that is signed or <br /> marked as a tow-away zone. <br /> SSTT."Trailer" includes every vehicle without power designed for being drawn by or <br /> used in conjunction with a motor vehicle. <br /> TTUU."Truck" means any motor vehicle designed or used for the transportation of <br /> commodities, merchandise, produce, freight or animals. <br /> UUVV. "Truck loading zone" means a designated portion of the street <br /> reserved for the exclusive use of truck licensed commercial vehicles during <br /> the loading and unloading of materials. <br /> VVVVW. "Vehicle" means every device capable of being moved upon a <br /> highway and in, upon, or by which any person or property is or may be <br /> transported or drawn upon a public highway, including mopeds, excepting <br /> devices moved by human or animal power or used exclusively upon <br /> stationary rails or tracks. For purposes of this chapter, the definition of <br /> "vehicle" encompasses, but is not limited to, motor vehicles, trailers, trucks <br /> and motorcycles. <br /> Section 2. Severability <br /> Should any section, subsection, paragraph, sentence, clause or phrase of this <br /> Ordinance or its application to any person or situation, be declared unconstitutional <br /> or invalid for any reason, such decision shall not affect the validity of the remaining <br /> portions of this Ordinance or its application to any other person or situation. The <br /> City Council hereby declares that it would have adopted this Ordinance and each <br /> section, subsection, sentence, clause, phrase or portion thereof irrespective of the <br /> fact that any one or more sections, subsections, clauses, phrases or portions be <br /> declared invalid or unconstitutional. <br /> Section 3.
