Condition No. 7 of section 2 of the ordinance requires ECC to submit a revised master plan before the end of 2015. ECC has submitted a draft master plan revision to the Planning Department. Normally,this would begin a public review process of the master plan to amend the Institutional Overlay Zone. Rather than initiating the usual review, staff recommends a more appropriate process which is the City Council accepting the draft plan as satisfying Condition 7 of Ordinance No. 3089-08 by adopting the attached resolution. The resolution also states the City's intention of using the information in the revised draft ECC master plan for the subarea planning process for the college and surrounding neighborhood that the City will be initiating in January 2016. The information in the draft ECC master plan will inform the public,Planning Commission and City Council during the subarea planning process. At the completion of the subarea planning process, staff anticipates that City Council will adopt a new master plan for ECC as part of the Institutional Overlay Zone. RECOMMENDATION(Exact action requested of Council): Adopt the Resolution accepting Everett Community College's submittal of a draft master plan as satisfying the requirement of Condition No. 7 of Ordinance No. 3089-08, subject to further review as part of the college subarea planning process. 11 •
