As a school ECC is identified in the Comprehensive Plan as an `essential public facility." The following Comprehensive Plan Objectives and Policies specifically apply to this proposal: Policy 2.11.4 Future expansion beyond the approved. 2011 development will require additional review by the City,which may consist of amendments to the Institutional Overlay zone and Comprehensive Plan amendments. ECC must work with the suuounding neighborhood residents in planning future expansions. The approved Everett Conmmni y College Master Plan • provides for expansion to-the east to North Broadway and the north along Tower Street. 2 15
