If leaving webbing for a rappel anchor, pack out ratty webbing so that the <br /> webbing does not accumulate. <br /> 2. The holder is responsible for ensuring clients dispose of waste properly,particularly in areas of <br /> the park complex above snow or organic soil,including providing for a way for the group to <br /> pack out human waste if no toilet exists and there is no organic soil in which to dig a cathole. <br /> 3. The holder is responsible for adhering to all food storage requirements,above and below <br /> treeline,as spelled out by the backcountry permit, in order to ensure that wildlife does not <br /> become habituated to humans and their food. <br /> 4. Brushing,trimming, or any other activity associated with the removal or destruction of <br /> vegetation along the approach routes to climbing camps and routes is prohibited [CFR 36, 2.1a]. <br /> Guides should expect and be prepared for a higher degree of challenge on climbing routes and <br /> other non-designated trail areas,and prepare their clients appropriately. <br /> Park Conditions for Sport Climbing <br /> Sport climbing activities related to these special conditions include: <br /> • Guiding sport climbers in the NPS established Climbing Management Areas (CMAs) in the <br /> Skagit Gorge from Newhalem to Diablo in accordance with sport climbing policies outlined in <br /> the Ross Lake NRA GMP. <br /> • Activities associated with stewardship of CMAs. <br /> Additional Requirements: <br /> 1. All sport climbing associated with this permit shall be limited to Climbing Management Areas <br /> (CMAs) s designated in the Superintendent's Compendium within the Skagit Gorge from <br /> Newhalem to Diablo within Ross Lake National Recreation Area.This permit does not allow for <br /> any sport climbing elsewhere. <br /> 2. All sport climbing authorized under this permit must be in accordance with sport climbing <br /> policies outlined in the Ross Lake National Recreation Area General Management Plan which is <br /> available at http://parkplanning.nps.gov/documentsList.cfm?projectlD=16940.The policies <br /> specific to sport climbing within this document are attached to this permit as Appendix B. <br /> 3. The NPS also prohibits intentional physical manipulation of the landscape in CMAs,including <br /> scrubbing of lichen, moss,and vegetation; movement of rocks and debris (such as terracing); <br /> and harm to cultural resources that exceeds de-minimis impact,in accordance with 36 CFR 2.1 <br /> (a) Preservation of natural,cultural, and archeological resources and other regulations. <br /> Park Conditions for Paddling <br /> Paddling activities related to these special conditions include the use of any non-motorized boat on <br /> Gorge, Diablo,and Ross Lakes in Ross Lake National Recreation Area and on Lake Chelan in Lake <br /> Chelan National Recreation Area. <br /> Additional Requirements: <br /> 1. A trip leader/guide shall accompany each separate commercially guided trip. <br /> 2. Life jackets shall be worn by all boat operators and passengers while on watercraft. <br /> 3. No watercraft shall carry more than a safe capacity load,in persons or total weight,taking into <br /> consideration water and weather conditions,type of craft, and intended use area. <br /> 4. All watercraft used under this authorization shall have self-rescue capabilities. <br /> 5. To prevent the spread of Zebra Mussels, Quagga Mussels,and New Zealand Mud Snails, all <br /> watercraft that have been used outside of Washington must be thoroughly washed, drained, <br />
