ORDINANCE 1766-91 <br /> An Ordinance of the City of Everett establishing the zoning for <br /> an area containing 3 . 57 acres commonly referred to as the <br /> "Weyerhaeuser Annexation Area" . <br /> WHEREAS, the City accepted an annexation petition for an <br /> unincorporated "island" , containing 3 .57 acres, which was <br /> surrounded by incorporated land within the city limits; and <br /> WHEREAS, the subject property, while under the jurisdiction of <br /> Snohomish County, had been zoned "Heavy Industrial" ; and <br /> WHEREAS, the City Council, on April 4, 1990, did approve the <br /> annexation of the subject area to the City of Everett but <br /> remanded the consideration of the zoning of the property to the <br /> Planning Commission specifically to consider: <br /> 1. The appropriateness of M-2 (Heavy Manufacturing) zoning <br /> in proximity to nearby R-2 (Single Family) zoning. <br /> 2 . Noise levels expected in the M-2 (Heavy Manufacturing) <br /> zone as compared to the M-1 (Office and Industrial <br /> Park) zone. <br /> 3 . Transportation impacts on the R-2 neighborhood from <br /> industrial zoning. <br /> and <br /> WHEREAS, the Planning Commission did hold public hearings on <br /> May 29, 1990 and July 24, 1990 to consider the request of the <br /> City Council and recommended that the zoning of the property be <br /> M-2 Heavy Manufacturing, with the additional provision that <br /> uses with "potentially noxious impacts" , as determined by the <br /> Planning Director, be prohibited; and <br /> WHEREAS, the City Council did review several potential zoning <br /> alternatives and heard public testimony at a public hearing on <br /> November 14, 1990, and directed staff to prepare an Ordinance <br /> to establish a zoning classification of C-2 (Heavy <br /> Commercial-Light Industrial) on the subject property; and <br />
