If the City Council by ordinance shall determine that it has become impractical to accomplish such acquisition by reason of changed conditions or needs, incompatible development, costs substantially in excess of the amount of Bond proceeds or tax levies estimated to be applied thereto, or acquisition by a superior governmental authority, the City shall not be required to accomplish such acquisition and the City may apply the Bond proceeds or any portion thereof to other capital purposes of the City as may be permitted by law or to redemption of the Bonds as the Council , by ordinance and in its discretion shall determine. In the event funds are insufficient to make the acquisition herein authorized, the City shall use other available funds which are deemed most necessary and in the best interests of the City by the Council . The hereby finds and determines that the public interest, welfare and benefit of the residents of the City require the acquisition, and the City hereby authorizes the appropriate City officers to do all things necessary to proceed with implementation. Section 3: Prior Acts. All acts taken pursuant to the authority of this Ordinance but prior to its effective date are hereby ratified and confirmed. Section 4: Effective Date . This Ordinance shall be effective fifteen days after it becomes valid pursuant to Section 3.4 of the City Charter.
