Architects, dated February 28, 1990, a copy of which is on file <br /> with the City Clerk. <br /> The cost of all necessary architectural, engineering and <br /> other consulting services, inspection and testing, administrative <br /> and relocation expenses and other costs incurred in connection <br /> with the making of the foregoing capital improvements shall be <br /> deemed a part of the costs of such improvements. Such improve- <br /> ments shall be complete with all necessary furniture, equipment <br /> and appurtenances, provided that no bond proceeds may be expended <br /> for replacement of equipment. The estimated cost of the Projects <br /> and all costs incidental thereto and to the issuance of the Bonds <br /> is hereby declared to be as nearly as practicable the sum of <br /> $5, 384, 000, which shall be provided form the proceeds of sale of <br /> the Bonds. <br /> By ordinance of the City, the Council may alter, make sub- <br /> stitutions to and amend such project descriptions as it <br /> determines is in the best interests of the City and consistent <br /> with the general descriptions provided herein. <br /> By ordinance of the City, the Council shall determine the <br /> application of moneys available for the Projects set forth above <br /> so as to accomplish, as nearly as may be, all improvements <br /> described as part of such Projects. The City shall determine the <br /> exact extent and specifications for construction of structures or <br /> other improvements. If the City Council by ordinance shall <br /> determine that it has become impractical to accomplish any of <br /> such improvements or portions thereof by reason of changed <br /> conditions or needs, incompatible development, costs <br /> substantially in excess of the amount of Bond proceeds or tax <br /> levies estimated to be applied thereto, or acquisition by a <br /> superior governmental authority, the City shall not be required <br /> to accomplish such improvement.
