1 c. There shall be one operable door into each building <br /> and into each housing unit. If an existing door is operable, it <br /> 2 may be used and secured with a suitable lock such as a hasp and <br /> padlock or a one half (1/2) inch deadbolt or dead latch. All <br /> 3 locks shall be kept locked. When a door cannot be made operable, <br /> a door shall be constructed of three quarter (3/4) inch CDX <br /> 4 plywood and shall be equipped with a lock as described above. <br /> 5 d. All debris, combustible materials, litter and garbage <br /> shall be removed from vacant buildings that have been closed to <br /> 6 unauthorized entry and from adjoining yard areas. After being <br /> closed to unauthorized entry, the building and premises shall be <br /> 7 maintained free from such items. <br /> 8 D. Occupying or Renting Vacant Buildings. <br /> 9 After a notice of violation, order or emergency order is <br /> issued in accordance with the provisions of this code, no one <br /> 10 shall use, occupy, rent, cause, suffer, or allow any person to <br /> use or occupy or rent any vacant building that has been vacated, <br /> 11 after issuance of a notice of violation, order or emergency <br /> order, unless written approval from the Building Official has <br /> 12 been obtained. <br /> 13 <br /> Section 4: Third Party Liability. <br /> 14 <br /> It is expressly the purpose of this ordinance to provide for and <br /> 15 <br /> promote the health, safety and welfare of the general public and not to <br /> 16 <br /> create or otherwise establish or designate any particular class or group of <br /> 17 <br /> persons who will or should be especially protected or benefited by the terms <br /> 18 <br /> of this ordinance. <br /> 19 <br /> It is the specific intent of this ordinance to place the obligation of <br /> 20 <br /> complying with its requirements upon the property owner(s) and no provisions <br /> 21 <br /> nor term used in this ordinance is intended to impose any duty whatsoever <br /> 22 <br /> upon the City or any of its officers or employees, for whom the <br /> 23 <br /> implementation and enforcement of this ordinance shall be discretionary and <br /> 24 <br /> not mandatory. <br /> 25 <br /> Nothing contained in this ordinance is intended to be nor shall be <br /> 26 <br /> construed to create or form the basis for any liability on the part of the <br /> 27 <br /> City, or its officers, employees or agents, for any injury or damage <br /> 28 <br /> resulting from the failure of a property to comply with the provisions of <br /> 29 <br /> this ordinance, or by reason or in consequence of any inspection, notice, <br /> 30 <br /> order, certificate, permission or approval authorized or issued or done in <br /> 31 <br /> connection with the implementation or enforcement of this ordinance, or by <br /> 32 <br /> 4 <br />
