ORDINANCE NO . 1721-90 AN ORDINANCE creating a special construction fund entitled " Senior Housing Project and Senior Activity Center Expansion" Fund No . 326 and authorizing the design and construction of a 92 unit apartment complex for low income seniors and an expansion in parts of the Senior Activity Center and repealing Ordinance No . 1520-88 . WHEREAS, there exists a severe shortage of safe , sanitary and affordable housing in the City for low income elderly persons ; and WHEREAS, the Housing Authority of the City of Everett needs additional resources to provide such housing through development, construction , and equipping of additional housing ; and WHEREAS, there is a need to provide additional housing for the low income elderly and to provide additional space in the Everett Senior Activity Center for an expanded activity program; and WHEREAS, there is a need to provide an outside joint use patio with the Everett Housing Authority elderly housing project ; and WHEREAS, site development planning is required for the Senior Activity Center and the Everett Housing . Authority to insure maximum utilization for building and parking ; and WHEREAS , a bond issue as passed by the electorate of Everett that provided for building an apartment complex for low income seniors and for the expansion of the Everett Senior Activity Center ; and WHEREAS, a Housing Cooperation Agreement between the City and the Everett Housing Authority was signed on the 27th day of April 1988 as provided in City Ordinance no . 1406-87 ; and WHEREAS, the City Council has approved selection of an architectural firm to formulate design and construction documents for the Senior Activity Center expansion ; NOW , THEREFORE, THE CITY OF EVERETT DOES ORDAIN : Section 1 : A special construction fund is hereby established as Fund No . 326, entitled " Senior Housing Project
