• <br /> • 2 <br /> Section 1: The sum of $425,000 is hereby appropriated to Fund <br /> 729 , "Design and Construction of 3rd Avenue SE Area Sewer <br /> Improvements" . The source of funds for this appropriation <br /> shall be as follows: <br /> (1) Fund 729 , Program 893 : <br /> $204,909.82 from the LID No. 729 assessment <br /> roll/bond sale; <br /> (2 ) Fund 401 , Program 370: <br /> $192,00.00, which is the sum of the 48 $4,000 <br /> advancements authorized under Ordinance No. 1561-89; <br /> ( 3 ) Fund 401 , Program 370 : <br /> $6,943.00, or the amount of the Council reduced the <br /> assessment for the Mountifield ownership (Map No. <br /> 20, Account No. 5, Tax No. 242804-4-009-0009) ; <br /> ( 3 ) Fund 401 , Program 369 : <br /> $13,647.18 which is Utilities' share of the cost of <br /> the 3rd Avenue SE overlay; and <br /> (4) Fund 119 , Program 612 : <br /> $7,500.00 as a contribution to the 3rd Avenue SE <br /> overlay. <br /> Section 2 : The total estimated cost of the improvements <br /> attributable to this fund is $425,000. This estimate includes <br /> all costs related to right-of-way acquisitions, design, <br /> construction, contract and LID administration, financing, <br /> legal assistance, and all other project costs. <br /> Section 3 : The refunding surcharge of $13 . 32 per month for <br /> single-family residences or $13 . 32 per 900 cu. ft. of water <br /> usage per month for metered customers shall be charged to <br /> those parcels within the boundaries of LID No. 729 for which <br /> the City of Everett's Utilities Division has made a $4 ,000 per <br /> parcel payment for the construction of the sewers authorized <br /> herein, pursuant to Section 1 of Ordinance No. 1561-89. (The <br /> boundary of LID No. 729 is graphically depicted in Exhibit A <br /> attached hereto; the legal description of these boundaries is <br /> given in Exhibit B, which is also attached. ) The surcharge <br /> for these parcels shall commence upon their connection to the <br /> City of Everett's sewer system or pursuant to Ordinance No. <br /> 1660-89, and shall continue until such time as the $4 ,000 <br /> sewer system payments have been fully refunded to the City of <br /> Everett. <br />
