• • 2 Section 1: The sum of $425,000 is hereby appropriated to Fund 729 , "Design and Construction of 3rd Avenue SE Area Sewer Improvements" . The source of funds for this appropriation shall be as follows: (1) Fund 729 , Program 893 : $204,909.82 from the LID No. 729 assessment roll/bond sale; (2 ) Fund 401 , Program 370: $192,00.00, which is the sum of the 48 $4,000 advancements authorized under Ordinance No. 1561-89; ( 3 ) Fund 401 , Program 370 : $6,943.00, or the amount of the Council reduced the assessment for the Mountifield ownership (Map No. 20, Account No. 5, Tax No. 242804-4-009-0009) ; ( 3 ) Fund 401 , Program 369 : $13,647.18 which is Utilities' share of the cost of the 3rd Avenue SE overlay; and (4) Fund 119 , Program 612 : $7,500.00 as a contribution to the 3rd Avenue SE overlay. Section 2 : The total estimated cost of the improvements attributable to this fund is $425,000. This estimate includes all costs related to right-of-way acquisitions, design, construction, contract and LID administration, financing, legal assistance, and all other project costs. Section 3 : The refunding surcharge of $13 . 32 per month for single-family residences or $13 . 32 per 900 cu. ft. of water usage per month for metered customers shall be charged to those parcels within the boundaries of LID No. 729 for which the City of Everett's Utilities Division has made a $4 ,000 per parcel payment for the construction of the sewers authorized herein, pursuant to Section 1 of Ordinance No. 1561-89. (The boundary of LID No. 729 is graphically depicted in Exhibit A attached hereto; the legal description of these boundaries is given in Exhibit B, which is also attached. ) The surcharge for these parcels shall commence upon their connection to the City of Everett's sewer system or pursuant to Ordinance No. 1660-89, and shall continue until such time as the $4 ,000 sewer system payments have been fully refunded to the City of Everett.
