• <br /> Section 2: That upon annexation of the property described in <br /> Section 1, said property shall become a part of the City of Everett, and <br /> shall be subject to all of its laws and ordinances then and thereafter in <br /> force. Upon annexation of the above-described property, all of said <br /> property shall be assessed and taxed at the same rate on the same basis as <br /> other property located within the City is assessed and taxed, to pay for any <br /> then outstanding indebtedness of the City contracted prior to or existing at <br /> the date of this annexation. In addition, the annexed area will remain <br /> responsible unto any other lawfully formed municipal corporation to which <br /> the property is obligated at the time of annexation subject to a specific <br /> lien. Further, the City may incur additional operating expenses in <br /> supplying water or sewage unto persons who are located within the annexed <br /> area. Accordingly, utility rates for the area for which annexation is <br /> petitioned may vary from those rates from other areas within the City. <br /> Section 3: Severability. Should any section, subsection, paragraph, <br /> sentence, clause or phrase of this ordinance or its application to any <br /> person or situation be declared unconstitutional or invalid for any reason, <br /> such decision shall not affect the validity of the remaining portions of <br /> this ordinance or its application to any other person or situation.
