• <br /> 1 Sec ion 2 . Each of the lots , tracts , parcels of land and <br /> 2 other property shown upon the assessment roll is determined and <br /> 3 declared to be specially benefited by this improvement in at <br /> 4 least the amount charged against the same, and the assessment <br /> 5 appearing against the same is in proportion to the several <br /> 6 assessments appearing upon the roll . There is levied and <br /> 7 assessed against each lot , tract or parcel of land and other <br /> 8 property appearing upon the roll the amount finally charged <br /> 9 against the same thereon. <br /> 10 Section 3 . The assessment roll as approved and confirmed <br /> 11 shall be filed with the City Treasurer for collection and the <br /> 12 City Treasurer is authorized and directed to publish notice as <br /> 13 required by law stating that the roll is in his hands for <br /> 14 collection and that payment of any assessment thereon or any <br /> 15 portion of such assessment can be made at any time within thirty <br /> 16 days from date of first publication of such notice without <br /> 17 <br /> penalty, interest or cost , and that thereafter the sum remaining <br /> 18 unpaid may be paid in twenty equal annual installments . The <br /> 19 interest rate thereon is fixed at 8 . 5% per annum. The first <br /> 20 installment of assessments on the assessment roll shall become <br /> 21 due and payable during the thirty-day period succeeding the date <br /> 22 one year after the date of first publication by the City <br /> 23 Treasurer of notice that the assessment roll is in his hands for <br /> 24 collection and annually thereafter each succeeding installment <br /> 25 shall become due and payable in like manner .
