2 protests received and denied all requests for changes of assessments on said reassessments on said reassessment roll; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: The reassessment roll for Parcel 72 (Lot 38 of Broadway Crest, according to the plat thereof recorded in Volume 12 of Plats, Page 5, records of Snohomish County, Washington) of LID No. 714A, which was created and established, in part, for the purpose of construction of a sanitary sewer and necessary appurtenances along the northern 310 feet of Meridian Avenue, as provided by Ordinance No. 1130-85, as the same now stand, be and the same are hereby in all things and respects approved and confirmed. Section 2: The lot shown upon said reassessment roll is hereby determined and declared not to be specially benefited by said improvement. There is, therefore, no assessment levied against the same. Section 3 : The reassessment roll as approved and confirmed shall be filed with the Treasurer of the City of Everett, who shall notify the reported owner or owners of Parcel 72 (Lot 38 of Broadway Crest, according to the plat thereof recorded in Volume 12 of Plats, Page 5, records of Snohomish County, Washington) of LID No. 714A that there is no outstanding assessment against said parcel . The sum of the installments payments previously made on the assessment for Parcel 72 (Lot 38 of Broadway Crest, according to the plat thereof recorded in Volume 12 of Plats, Page 5, records of Snohomish County, Washington) shall be refunded to the person or entity that made the installments, which refund shall be charged to LID Fund No. 714.
