• • ORDINANCE NO 1671-89 AN ORDINANCE establishing and adopting the City of Everett Zoning Code and Zoning Map and modifying certain zoning ordinances in accordance with Section 44 of this ordinance. WHEREAS, the City Council finds that it is in the best interests of the health, safety and welfare of its citizens to regulate such things which include but are not limited to the location and the use of buildings, structures and land for various purposes; the height, size, and design of buildings and other structures; the size of yards and setbacks; density of population; landscaping and signs; off—street parking; and environmentally sensitive areas; and WHEREAS, the City Council finds that it is in the best interests of the health, safety and general welfare of its citizens to regulate the City through the adoption of zoning regulations and a zoning map dividing the City into various zone districts; and WHEREAS, the City Council finds that it is in the best interests of the health, safety and welfare of its citizens to adopt interim zoning regulations for environmentally sensitive areas while the City further studies and prepares necessary zoning regulations to be considered by the City Council; and WHEREAS, the City Council finds that the City's Planning Commission, following extensive study and review, holding of numerous public hearings and workshops, recommends the adoption of this zoning code and zoning map; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: SECTION 1 TITLE AND PURPOSE 1.010 TITLE This Ordinance shall be known as, and may be cited as, the Everett Zoning Code; or Title 19, Everett Municipal Code. 1.020 STATEMENT OF PURPOSE The Everett Zoning Code is adopted to promote and protect the public health, safety and welfare through the orderly regulation of land uses in the City of Everett. Further, the purposes of this Ordinance are to: 1. Provide for high standards for a living and working environment for all citizens and visitors; 2. Provide the economic and social advantages resulting from an orderly planned use of land resources; 3. Encourage and guide development consistent with the goals and policies of the Everett General Plan; 4. Regulate the size and use of lots, setbacks and other open spaces; 5. Regulate the use, location, height, bulk, and size and design of buildings and structures; 6. Regulate land use intensity and population density; 1-01
