•. . . 1 ORDINANCE NO./445- 7 2 3 AN ORDINANCE approving and confirming the assessments and assessment roll of Local Improvement 4 District No . 728 for the street and utility improvements on Old Interurban north of Everett Mall 5 Way, as provided by Ordinance No . 1397-87, and levying and assessing the cost and expense thereof 6 against the several lots , tracts , parcels of land and other property as shown on the assessment roll . 7 WHEREAS, the assessment roll levying the special 8 assessments against the property located in Local Improvement 9 District No . 728 in the City of Everett, Washington (the 10 "City" ) , has been filed with the City Clerk as provided by law; 11 and 12 WHEREAS, notice of the time and place of hearing thereon 13 and making objections and protests to the roll was published at 14 and for the time and in the manner provided by law fixing the 15 time and place of hearing thereon for the 13th day of December, 16 1989 , at the hour of 7:00 p.m. , local time, in the Council 17 Chambers in the City Hall , Everett , Washington, and further 18 notice thereof was mailed by the City Clerk to each property 19 owner shown on the roll ; and 20 WHEREAS, at the time and place fixed and designated in the 21 notice the hearing was held, all written protests received were 22 considered and all persons appearing at the hearing who wished 23 to be heard were heard, and the City Council , sitting and acting 24 as a Board of Equalization for the purpose of considering the 25
