Exhibit A
Scope of Services
Community Attributes Inc.
Best Practices& Competitive Landscape Assessment
Hope Works has several potential new lines of business to explore. CAI will organize HopeWorks strategic
thinking, by surveying similar training models and opportunities and producing a competitive landscape
assessment across potential business lines. The best practices research will suggest ingredients for success. The
assessment will produce first-draft inventories of businesses and organizations that provide similar services, and
a general, quantified awareness of the scope of need in Snohomish County. Lines of business to address in this .
effort include the following:
• Cafe and coffee shop • Contract meals
• Restaurant • Wholesale food distribution
• Box lunch program • Demo kitchen
• Retail catering(high end and medium) • Retail sales
Work will include a cursory review of all initiatives, with more detailed analytics scoped during meetings
between CAI and HopeWorks.
The landscape assessment will include a review of food service occupations and labor force outlooks. We will
compile information on career pathways within the food service industry to inform the occupational analysis and
frame SROI considerations. The results of this task will inform the direction and depth of Tasks 3—5.
Market Analyses
CAI will produce a series of data analysis and memoranda to inform Hope Works the prospective lines of
business. The analysis will center on Everett and Snohomish County, and consider King County market
influences. Data assessments will relate to the following products(starter list):
• Household and demographic analysis of trade areas
• Trade capture analysis for pro forma income modeling
• Market segment analysis of lines of business
• Donor landscape assessment
Program Design Modeling
CAI will lead development of pro forma income and operations of business lines, in collaboration with
HopeWorks staff and partners. A model will be set up for each business Iine considered and will provide clear
targets of income and support, including transaction and trade capture assumptions. Due to the sequential phasing
of different business lines, not all models will be fully developed at this stage and future work may be required as
described in Task 6.
Meetings: Included in HopeWorks Schedule
Deliverables: Interim Draft PowerPoint Decks per Hope Works Tasks; models designed for client use
Schedule& Budget
Everett's support of$20,000 will support interim deliverables for work in June and July toward the above tasks.
CAI will provide complete working draft documents to the City, in coordination with HopeWorks project
oversight,to ensure deliverables meet the City's interests and keep the HopeWorks project goals on schedule.
