As you will recall from our discussions, the work was
performed to remove what turned out to be 3 relic gasoline tanks and associated contaminated soils.
As you can see from the first aerial photo shown from 2014 the parking lot, parking strip, and sidewalk
was a mix of pavement, much of which was broken and lacked uniform grades. This was the result of
changes at the site over 80 years of commercial uses.
The cleanup necessitated chasing three plumes, two of which drained towards the City ROW. The work
literally inched along to avoid impacting the ROW as much as possible while still removing
contamination. As you will recall the Supervisor for the cleanup contractor Paul Cunnett (Clear Creek) and
I spoke with you at the counter in 2016 when it became clear that we would need to excavate within the
ROW. We discussed how the apron and a couple of the sidewalk panels would need to be replaced. It
was agreed that, since the bulk of the patching was asphalt and there is a mix of pavements the site
would be patched with asphalt so long as the pavement was continual and transitions would be level and
even.
The initial paving done in 2016 had failures. The backfill from the cleanup settled and potholes
formed. The settled areas were patched to allow the settlement to mature. On July 10, 2017 Clear Creek
removed pavement in the failed areas, reinforced and recompacted the sub-soils. The grades in these
areas were slightly modified to allow drainage to sheet flow. The finished pavement resulted in smooth
transitions with no gaps or uneven areas.
Based on the above and other information I am assuming the work meets City expectations for such a
repair. Please feel free to call with any questions.
Thanks
Mark Wolken
425-252-0320 or 206-972-7207
1
