However, under new state law,the City may assume the rights and obligation of the TBD. The main <br /> advantage of this is that it will streamline processes. <br /> Under the new statute,the first step is for Council to pass a resolution that states the City's intent to hold a <br /> hearing regarding the assumption of the TBD. Since the City's assumption would be done by ordinance,the <br /> hearing would be at the third reading.
