• <br /> f, <br /> RESOLUTION NO. <br /> A RESOLUTION concerning amendments <br /> to the Snohomish County 2015-2019 Consolidated Plan. <br /> WHEREAS,the City Council of the City of Everett recognized the need for certain housing and <br /> community development programs in Everett;'and <br /> WHEREAS, City Council passed Resolution 6850 concerning 2015 Community Development <br /> Block Grant Annual Action Plan and allocations of CDBG, HOME and 2060 Housing Trust <br /> Funds and adoption of the 2015-2019 Consolidated Plan on May 6,2015; and <br /> WHEREAS, through Interlocal Agreement, the City of Everett receives HOME funds from <br /> Snohomish County; and. <br /> WHEREAS, the Citizens Advisory Committee for Housing and Community.Development has <br /> studied the housing and community development needs and priorities for Everett and has made a <br /> recommendations for the reallocation of HOME funds in the amount of $145,000 and the <br /> amendment of the Snohomish County Consolidated Plan to include the provision of tenant based <br /> rental assistance for City of Everett designated HOME funds,and <br /> WHEREAS,the City Council of the City of Everett has reviewed the recommendations from the <br /> above committee; and <br /> • <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT THAT: <br /> 1. Snohomish County should amend the Snohomish County Consolidated Plan to allow HOME <br /> thuds designated for the City of Everett to be used for tenant based rental assistance(TBRA). <br /> 2. Snohomish County may administer the City's pass through HOME funds designated for <br /> TBRA. <br /> 3. $145,000 of unexpended HOME funding will be reallocated to Housing Hope's Kennedy <br /> Court project. <br /> 4. Housing capital projects funded with HOME funds will be loans. The Mayor is authorized <br /> to execute the contracts and necessary documents to implement the approved project. <br /> 5. Application forms and information are to be sent to Snohomish County and the U.S. <br /> Department of Housing and Urban Development to complete all application requirements <br /> and the Mayor is authorized to sign and provide all needed documents. <br /> 1 <br /> 4 <br />
