/IP <br /> ORDINANCE NO. 2963_06 <br /> An Ordinance establishing a process for surplusing or disposition of City-owned <br /> personal property <br /> Whereas, on September 19, 2006, the voters approved an amendment to the City <br /> Charter that deleted Section 15.8 and substituted the following: "In addition to the <br /> powers accorded to the City under the laws and constitution of the State of <br /> Washington with respect to the ownership and disposition of property, the <br /> Council may by ordinance provide regulation for the sale or lease of City <br /> property"; and <br /> Whereas, this Ordinance is intended to address only the process for disposition of <br /> City-owned personal property, leaving the process for the sale or lease of City- <br /> owned real property to be addressed in separate ordinances. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. Purpose. <br /> The purpose of this Ordinance is to establish procedures for the disposition of <br /> tangible personal property owned by the City of Everett that is not needed at <br /> present or in the foreseeable future or that is no longer of value or use to the City <br /> (also referred to as surplus property). <br /> Section 2. Guidelines for Decision. <br /> The disposition of all surplus personal property under this Ordinance shall be <br /> done in a manner that is in the City's best interests. Factors to consider in <br /> determining the City's best interests include but are not limited to: <br /> A. Possible future requirements of the City; <br /> B. Present value of the property; <br /> C. Likelihood of locating a buyer; <br /> D. Intergovernmental cooperation; <br /> E. The general welfare of the citizens of the City. <br />
