• 1 N. "Legal owner" means a person having a security 2 interest in a vehicle perfected in accordance with Chapter 46.12 RCW or the registered owner of a vehicle unencumbered by a 3 security interest or the lessor of a vehicle unencumbered by a security interest. 4 0. "Loading zone" means a space reserved for the 5 exclusive use of vehicles during the loading or unloading of property or passengers. 6 P. "Motor home" means motor vehicles originally designed, 7 reconstructed, or permanently altered to provide human habitation. 8 Q. "Motor vehicle" means every vehicle which is self-propelled and every vehicle which is propelled by electric 9 power obtained from overhead trolley wires, but not operated upon rails. 10 R. "Motorcycle" means every motor vehicle having a saddle 11 for the use of the rider and designed to travel on not more than three wheels in contact with the ground. 12 S. "Operator" or "driver" means every person who drives 13 or is in actual physical control of a vehicle. 14 T. "Ordinance" means the City's parking regulation ordinance. 15 U. "Owner" means a person who has lawful right of 16 possession of a vehicle by reason of obtaining it by purchase, exchange, gift, lease, inheritance or legal action whether or not 17 the vehicle is subject to a security interest and means registered owner where the reference to owner may be construed as either to 18 registered or legal owner. 19 V. "Park or parking" means the standing of a vehicle, whether occupied or not, otherwise than temporarily for the 20 purpose of and while actually engaged in loading or unloading of property or passengers. 21 W. "Parking Enforcement Officer" means an employee of the 22 City of Everett under the direction of the Police Department who is responsible, along with the City's Police Officers, to enforce 23 the provisions of this Ordinance. 24 X. "Parking Meter" means any mechanical device placed or erected adjacent to a parking meter space, for the purpose of 25 regulatory or controlling the period of time of occupancy of such parking meter space by any vehicle. 26 Y. "Parking Space" means any space which is duly 27 designated for the parking of a single vehicle by appropriate markings on the pavement and/or the curb. 28 Z. "Passenger Loading Zone" means a place reserved for 29 the exclusive use of vehicles while receiving or discharging passengers. 30 AA. "Planting Strip" means the portion of a highway lying 31 between the constructed curb or the edge of the roadway and the property line exclusive of the sidewalk area. 32 9
