The City Council of the City of Everett heresy <br /> 7 declares that it would have adopted this ordinance and each section, subsectio , <br /> 8 sentence, clause, phrase or portion thereof irrespective of the fact that a y <br /> 9 one or more sections, subsections, sentences, clauses, phrases or portions •e <br /> 10 declared invalid or unconstitutional . <br /> 11 Section 8: Third Party Liability. <br /> 12 It is expressly the purpose of this ordinance to provide for and promo e <br /> 13 the health, safety and welfare of the general public and not to create •r <br /> 14 otherwise establish or designate any particular class or group of persons w o <br /> 15 will or should be especially protected or benefited by the terms of this Chapte . <br /> 16 It is the specific intent of this ordinance that no provisions nor any to m <br /> 17 used in this ordinance is intended to impose any duty whatsoever upon the Ci y <br /> 18 or any of its officers or employees, for whom the implementation and enforceme t <br /> 19 of this ordinance shall be discretionary and not mandatory. <br /> 20 Nothing contained in this ordinance is intended nor shall be construed o <br /> 21 create or form the basis of any liability on the part of the City, or i s <br /> 22 officers, employees or agents, for any injury or damage resulting from a y <br /> 23 action or inaction on the part of the City related in any manner to t e <br /> 24 enforcement of this ordinance by its officers, employees or agents. <br /> 25 <br /> 26 .I1 - -- <br /> " LL ' ' .
