,IP/oommA <br /> Ordinance No. 2976-07 <br /> ...7g4-7' <br /> An Ordinance relating to Towing Businesses and Tow Trucks, amending section <br /> 11 of Ordinance No. 1830-91 (EMC 5.70.110) and section 14 of Ordinance No. 1830-91 <br /> (EMC 5.70.140) <br /> Whereas,the City of Everett Police Department uses five licensed towing businesses or <br /> towing services for the purpose of removing disabled, abandoned, or stolen vehicles from the <br /> City streets of Everett; and <br /> Whereas, approximately 2,100 such vehicle tows are conducted annually; and <br /> Whereas, it is in the best interest of the public in general and the owners and operators of <br /> motor vehicles in particular to remove disabled, abandoned, or stolen vehicles as quickly as <br /> possible in order to reduce the likelihood of additional accidents, property loss, or injury; and <br /> Whereas, owners or operators of such vehicles are often not in a position to negotiate the <br /> best possible price for towing or storage and have little control over whether the tow business <br /> makes the process for recovery of vehicles accessible and convenient; and <br /> Whereas,the rates charged and the quality of facilities and services can vary greatly <br /> between tow businesses; and <br /> Whereas, it is in the best interest of the public in general and the owners and operators of <br /> motor vehicles in particular, with respect to safety concerns and equitable financial treatment, <br /> that the City regulate the business of towing companies and tow trucks and seek to obtain <br /> services at a competitive rate responsive to the aforementioned concerns; and <br /> Whereas,the objective of said regulation, insofar as towed vehicles and their owners and <br /> operators are affected, should be that when a motor vehicle is impounded by the police <br /> department, its owner or operator shall pay a fair and consistent fee for towing services, with <br /> suchfees to be established through a competitive process and set by contract; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. Section 11 of Ordinance 1830-91 as amended by Section 2 of Ordinance <br /> 2602-02 (EMC 5.70.110) which reads as follows: <br /> 1 <br />
