EVERETT COMPREHENSIVE PLAN <br /> rail transit system, land uses around the rail stations, high density housing, mixed use <br /> developments, adaptive reuse of historic buildings, and infill housing. <br /> • The Everett cable television station carried announcements of the ongoing growth <br /> management comprehensive planning process. <br /> • Planning staff made regular presentations on Growth Management and the comprehensive <br /> plan to monthly meetings of the Everett Council of Neighborhoods. <br /> • Several newsletters on the update of the Everett Comprehensive Plan were sent to the mailing <br /> list established for public notification. <br /> • City staff met on a regular basis with the Chamber of Commerce, Economic Development <br /> Council, and various subcommittees of each group to discuss specific topics related to <br /> Everett's Plan. <br /> • An Environmental Impact Statement was completed for public review to analyze and <br /> compare the relative environmental impacts of the growth alternatives. <br /> For this 10-year comprehensive review and update of the Comprehensive Plan, Everett took the <br /> steps listed below to encourage public involvement in the update process: <br /> • A citizen's Vision Team was formed by Mayor Stephanson to develop a shared vision of <br /> what Everett should aspire to become in 2025. <br /> • A Supplemental Environmental Impact Statement was prepared to analyze and compare the <br /> impacts of the alternatives. <br /> • A web page was created to provide information and allow citizen comment over the interne. <br /> • Staff made presentations to a variety of groups including neighborhood groups, civic groups, <br /> and business groups. <br /> • Planning Commission held workshops and public hearings on the Supplemental EIS and the <br /> Update. <br /> • Notices were mailed to established mailing lists and to property owners directly affected by <br /> or near proposed map changes. <br /> • Display ads and legal ads were placed in the Everett Herald. <br /> • Press releases were issued. <br /> • The City's public TV station carried announcements and meeting notices. <br /> • Presentations were made to the Council of Neighborhoods. <br /> IV. Historic Look at Everett's Comprehensive Plan <br /> Everett's past comprehensive planning documents have attempted to embody a very <br /> comprehensive policy regarding land use. The city's first comprehensive plan (1954) laid out the <br /> initial structure for the zoning of the City(1956), much of which still exists today in a very <br /> similar classification system. The zoning map and code existed essentially unaffected by any <br /> further comprehensive plan guidance until a Generalized Land Use Map, without policies, was <br /> adopted in 1968. <br /> In 1972, the Everett Community Plan was adopted with an extensive body of policies and <br /> recommendations that went far beyond land use. This plan provided a basis for a more flexible <br /> approach to project review and creative approaches to housing and commercial development. <br /> This futuristic plan was probably too far ahead of its time to be successfully implemented in <br /> Everett.
