Commerce: The Everett Planning Area contains approximately 1,648 net acres of <br /> commercially zoned land (8.1% of the net land area). Much of this inventory of commercial <br /> zoning is located along arterial streets. Much of the commercially developed land is considered <br /> to be underdeveloped, or not developed to the intensity permitted by existing zoning. Many <br /> commercial areas of Everett, particularly the downtown area, suffer from high turnover in <br /> tenants or high vacancy rates. This may be explained by the high overall ratio of commercial <br /> retail space to the number of dwellings within the Planning Area. While planning studies <br /> suggest a range of 22-55 square feet of retail space per dwelling within a community, the average <br /> of all six subareas of the Everett Planning Area is 155 square feet per dwelling. This ratio is <br /> especially high in subarea#1 (North End) where the ratio is 248 square feet per dwelling. <br /> LAND USE ELEMENT 7 <br />
